Applied Policy has announced that Cheryl Powell will join as their new Vice President of Health Policy. Powell has a strong background in healthcare services, reimbursement, and coverage, with a focus on the changing Medicare payment policies and how these changes affect hospitals and healthcare providers. Her hiring comes at a time when regulations and payment systems are constantly changing, and Applied Policy wants to improve its ability to help clients deal with these challenges.

Powell previously worked at the Centers for Medicare & Medicaid Services for more than 16 years, holding key positions. She served as Deputy Director of the Medicare-Medicaid Coordination Office, Senior Advisor at the Center for Consumer Information and Insurance Oversight, and Director of the IT Investment Portfolio Management Group. During her time at CMS, she was involved in creating and implementing major policies that impact Medicare and Medicaid beneficiaries.

In addition to her government work, Powell has collaborated with well-known organizations like IBM Watson Health, MITRE, and Mathematica Inc. In these roles, she offered expertise on Medicare and Medicaid funding, supported the development of value-based care programs, and helped design and implement CMS Innovation Center initiatives. Her efforts have helped improve healthcare quality, lower costs, and promote integrated care across the country.
James Scott, President and CEO of Applied Policy, stated that Powell’s hiring will help the firm better support its clients. He highlighted that her experience in both the public and private sectors gives her a unique perspective, and her understanding of CMS operations and policy development is especially useful. Scott also mentioned that Powell has not only helped shape policy but also assisted private companies in adapting to and following federal healthcare regulations.
Powell holds a Master of Public Policy from Harvard University’s John F. Kennedy School of Government and a Bachelor of Arts from the University of Virginia. Her appointment is expected to boost Applied Policy’s leadership in helping healthcare organizations manage policy changes and regulatory requirements.
