Greenspace Health and Upper Bay Counseling & Support Services, Inc., in collaboration with Cecil County Public Schools, are excited to announce renewed funding from Maryland’s Community Health Resources Commission (CHRC) for BrightPath Cecil, a first-of-its-kind, Multi-Tiered System of Support (MTSS) digital student wellbeing hub. The continued investment will expand access to comprehensive mental health support and resources for students and families across all 29 Cecil County Public Schools.

“Early, proactive access to mental health support is helping students and families better understand their wellbeing, while reducing the number who reach crisis.”
Since its launch, over 5,000 students and family members have visited the BrightPath Cecil hub to access mental health resources and services. More than 200 users created accounts to track their well-being and receive personalized resource recommendations, exceeding the program’s initial sign-up goal by 63%. With 60% of users returning after engaging with a resource and students showing a median 12% improvement in symptoms, Brightpath is proving to be a powerful tool for ongoing, preventative student mental health support.
In partnership with the CHRC and the Maryland Consortium on Coordinated Community Supports (Consortium), BrightPath Cecil remains a critical part of the county’s strategy to enhance the mental well-being of Cecil County students. The hub will continue to serve all 29 public schools in the county, providing students and their families with seamless access to a comprehensive library of self-guided resources, mental health education, and direct services available to students across the county. New this year, there will also be a School Staff component of the hub, which provides resources to help teachers and staff effectively support students’ mental health.
“We’re incredibly proud of the student and family engagement we’ve seen since BrightPath’s launch,” said Suanne Blumberg, CEO of Upper Bay Counseling & Support Services, Inc. “Early, proactive access to mental health support is helping students and families better understand their wellbeing, while reducing the number who reach crisis. Brightpath Cecil is a powerful display of the impact that can be had when providers, school administrators, students, families, and health technology experts come together to build something meaningful for students.”

“BrightPath Cecil is a prime example of what’s possible when we work together and think holistically about how to best support students and their families, ensuring they know exactly where to go to understand their mental health and access comprehensive MTSS resources that are tailored to their unique needs,” said Jesse Hayman, Chief Growth Officer at Greenspace Health. “We’re honored to continue our partnership with Upper Bay Counselling & Support Services, Cecil County Public Schools, and the CHRC to ensure that students and their families have access to the support they need and deserve.”
“Cecil County Public Schools is encouraged by the strong engagement we’ve seen with BrightPath and the difference it is making for our students and families,” said Katherine Derby, Instructional Coordinator of Community Schools and Mental Health Services at Cecil County Public Schools. “The continued funding allows us to build on this momentum, ensuring more students access resources early, stay engaged over time, and get connected to the right supports before their challenges escalate.”
Funding was made available by the Maryland General Assembly under the Blueprint for Maryland’s Future (Ch. 36 of 2021). “The Consortium is pleased to continue our partnership with Upper Bay and Greenspace Health to support the mental health and well-being of students in Cecil County,” said Consortium Chair David Rudolph. “We look forward to working with Upper Bay and Greenspace as they expand their services.”
BrightPath Cecil integrates all available Multi-Tiered System of Supports (MTSS) resources in one digital hub, empowering students and parents/guardians to track their or their child’s well-being, access mental health education and self-guided tools, and connect directly to services. The platform remains a cornerstone of Cecil County’s strategy to strengthen student mental health through early intervention and community collaboration.
